Qualitas Energy is working with Gascoyne Estates to bring forward plans for The Mymms Solar Farm on land north and south of Cecil Road, South Mimms, Potters Bar, EN6 3NT.
The proposed 60MW solar farm reflects a combination of Qualitas Energy’s energy expertise with Gascoyne Estates long-term approach to land management, creating a development that advances clean energy, community engagement and benefit, and long-term care for the countryside.
The project remains at an early stage, with environmental assessments, technical surveys and ongoing evidence gathering continuing to help inform the design and evolution of the proposals.

The proposed solar farm would contribute towards the UK’s transition to a more secure, affordable and sustainable energy system by generating clean, homegrown electricity at a time of increasing energy demand and energy insecurity.
The proposals are also being developed with a commitment to:
Being design led, through an in-depth understanding of the landscape, public access, visual amenity heritage environment;
Retaining, enhancing and reinstating landscape features such as woodland and hedgerows;
Retaining and where possible improving the on-site footpaths and bridleway, and exploring opportunities for new permissive routes;
Delivering significant uplifts in biodiversity whilst maintaining an agricultural use of the land;
Providing safe highway access routes and minimising construction impacts; and
Engaging with our neighbouring communities throughout the design process.

Our initial outreach has focused on the small number of properties closest to the proposed site, as these are the households most likely to experience the most direct impacts.
We are also beginning engagement with local representatives such as South Mimms & Ridge Parish Council and local Ward Councillors, and other stakeholders to introduce the proposals and understand local priorities and concerns.
As part of our ongoing engagement programme, we recently held a public exhibition event with the aim of providing the wider community, local organisations, community representatives, and other interested stakeholders opportunities to learn more about the proposals, ask questions, and share feedback with the project team.
The public exhibition event was held on Friday 19th June from 3pm to 7pm at South Mimms Village Hall, Blanche Lane, South Mimms, Potters Bar, EN6 3PD.

Alongside the exhibition, we are continuing to expand engagement with a broader range of stakeholders as the project develops, including through meetings with parish councils, local ward councillors, and other interested parties who would like to discuss the proposals in more detail.
As is its approach to all its solar projects, Qualitas Energy seeks to develop proposals in partnership with local communities and landowners, recognising the importance of long-term stewardship and responsible engagement. As part of this commitment, Qualitas Energy operates a community benefit fund policy for its UK solar farm projects, providing £500 per installed megawatt capacity per year over the operational lifetime of a project.
For The Mymms Solar Farm, this represents a potential £1.2 million over the project’s 40-year lifetime to be invested in the local community. As the project and engagement process progresses, we will be seeking the community’s views on local priorities and how this funding could best deliver long-term local benefit.

The developer for the project is Qualitas Energy, a leading renewable energy investment funder with 20 years’ experience delivering energy transition projects across the globe. To date, Qualitas Energy’s renewable energy portfolio has invested €14 billion, and its existing portfolio comprises 11GW of operational and development stage renewable energy assets. Over the past five years Qualitas Energy has supplied enough clean electricity to supply 1.2 million homes and successfully avoided the emission of one million tonnes of CO2 equivalent.
In the UK, Qualitas Energy is delivering a substantial portfolio of renewable energy schemes. Qualitas Energy is currently constructing its first UK solar farm near Melton Mowbray (50MW), has submitted a 40MW solar farm application in Carmarthenshire and is preparing a further six solar farm planning applications, including The Mymms. Qualitas Energy is developing onshore wind projects in Scotland, England and Wales and, through our subsidiary company Acorn Bioenergy, have two operational biomethane generating plants with a further three consented and progressing into development, and two planning applications to be determined imminently.

Gascoyne Estates is a local landowner and takes a long-term approach to land management across all its landholdings in Hertfordshire. The Estate places a strong emphasis on its environmental responsibility, while growing lasting social and commercial value for the the local community they are rooted in.
The Estate seeks to create and support thriving, well-connected communities, while enhancing biodiversity and responding to the evolving challenges of climate change. Its approach reflects a commitment to ensuring that land is managed productively and responsibly for the benefit of both current and future generations.
The Estate recognises the need for green energy projects to create a sustainable future and have a history of open and transparent discussions with communities around all types of development opportunities, from new homes to town centre regeneration. Since July 2025, the Estate have undertaken a programme of community engagement events to help inform its approach to responsible renewable energy development.
The proposed solar farm forms part of Gascoyne Estates’ broader strategy to diversify land use and support the transition to a low-carbon future. It represents a continuation of the Estate’s stewardship ethos, balancing environmental, social, and economic priorities, while contributing to the delivery of renewable energy infrastructure in a way that is sensitive to its local context.
A Commitment to Local Engagement
Since July 2025, Gascoyne Estates has undertaken a series of community engagement events considering renewable energy development. This began with an Infrastructure Charrette in July 2025, which sought to understand the key issues of landscape, food security and community impact. This was followed by an event held in September 2025 to discuss Gascoyne’s landholdings in detail. Finally, a public drop-in event to discuss the results of a landscape appraisal assessment was held in February 2026. These discussions brought together residents, tenant farmers, community representatives, environmental organisations, technical experts and political stakeholders to explore how renewable energy infrastructure could be delivered responsibly, in the right place and in a way that reflects the character of the local landscape and community.
Importantly, these conversations took place before any formal proposals were developed. Rather than presenting a predetermined scheme, the process sought to understand local priorities and concerns from the outset. Key themes raised included protecting landscape character, respecting heritage assets and valued views, maintaining mature hedgerows and ecological features, minimising visual intrusion, safeguarding agricultural livelihoods, and ensuring future proposals deliver meaningful local benefit.
The emerging proposals for The Mymms Solar Farm have been informed by that engagement process. The scheme has evolved through feasibility studies and landscape assessments, with an emphasis on landscape-led design and ensuring the proposals respond sensitively to their surroundings.
Proposed Development
The Mymms Solar Farm is being proposed on land north and south of Cecil Road, South Mimms, Potters Bar, EN6 3NT.
The Proposed Development comprises a solar farm and associated infrastructure. The red line planning application boundary extends to approximately 122 hectares, comprising the main development area for the proposed solar arrays and associated infrastructure.
The Mymms Solar Farm would include ground-mounted solar photovoltaic (PV) panels, inverter and transformer stations, a substation, internal access tracks, security fencing, CCTV and areas of landscaping and biodiversity enhancement. The solar arrays would be mounted on fixed metal frames with associated infrastructure distributed across the site.
Electricity generated by the solar farm would be exported to the National Grid via underground cabling connecting the site to a point of connection approximately 2.4km from the solar farm. The indicative underground cable route would broadly follow existing highway corridors.
Access to the site during construction and operation is currently anticipated to be taken from Cecil Road, with a number of potential access points continuing to be assessed as the design evolves. The proposals will also incorporate landscape mitigation, ecological enhancement and biodiversity net gain measures alongside the operational infrastructure.
Environmental Impact Assessment (EIA) Screening Request
We recently submitted an Environmental Impact Assessment (EIA) Screening Request to Hertsmere Borough Council. This represents an early stage in the planning and environmental assessment process. The request is currently being validated by the Council and, once validated, will be available on the Council’s planning portal and accessible via this website.
The submission of the EIA Screening Request does not represent a finalised proposal. Rather, it forms part of an ongoing process of evidence gathering, technical assessment and environmental surveying which will continue to inform the evolution of the scheme. The EIA process will help identify the environmental topics requiring detailed assessment, understand any potential impacts, and inform measures to avoid, reduce and mitigate effects wherever possible, while also identifying opportunities for environmental enhancement.
The final extent of panel coverage remains subject to the findings of ongoing surveys and technical assessments. The layout submitted as part of the EIA Screening Request represents the most impactful scenario for the purposes of EIA screening, and it is anticipated that the extent of panel coverage will reduce as the design evolves.
